Mr. Heineke

Michael L. Heineke, SR/WA received his Bachelor of Science degree in Petroleum Engineering from the University of Southern California, with postgraduate studies in Geological and Environmental Sciences at the Colorado School of Mines & the University of California at Irvine.

Michael has appraised over 850 properties and negotiated the acquisition of over 2000 parcels, with purchase prices ranging from $200 to $41 million. He has served as Senior Engineer and Project Manager in both the Real Estate and Petroleum industries on projects in excess of $50 million.

His experiences as a Registered Environmental Assessor and Certified General Real Estate Appraiser in the State of California, provides Mr. Heineke with a unique perspective in the appraisal and acquisition of real property, including residential, industrial, commercial, vacant land, oil, gas, and mineral resources.

He is an expert witness in condemnation trials and holds lifetime teaching credentials in both the Los Angeles County and Orange County Community College Districts.

Michael is a past local president of the International Right of Way Association (the IRWA), has served as assistant chair of the Regional Valuation Committee of the IRWA, and is a certified IRWA instructor teaching over 30 courses in the areas of appraisal, negotiations, environmental contamination, property management, and group communications.

Mrs. Heineke

Patricia A. Heineke has more than 28 years experience in the human resources field, specifically in the area of merit-system school districts.

She earned her Bachelor's degree from the University of Redlands in Business Administration and has been a presenter at conferences and workshops on human resources and merit system topics.

She has coordinated conferences for the California School Personnel Commissioners Association and the Personnel Commissioners Association of Southern California. She is adept at dealing with employment relations issues and providing management with assistance in improving employee performance. She is also experienced in negotiations, worker's compensation, recruitment and selection procedures, compensation and classification, and disciplinary procedures.

She is a member and Southern Section Chair of the Human Resources committee for the California School Business Administrators Organization (CASBO). She has served on the Boards of the California School Personnel Commissioners Association (CSPCA), Personnel Commissioners Association of Southern California (PCASC), the Cooperative Organization for the Development of Employee Selection Procedures (CODESP), Soroptimist International of Downey, Gangs Out of Downey, Arc of Southeast Los Angeles, and the Arc of California.
